Moscow is considering a one-time windfall tax on large corporations as a stop-gap measure for dangerously declining oil and gas revenues that have left the country with a $25-billion deficit. According to Russian state news agency RIA Novosti, Moscow is discussing a “voluntary”, one-off contribution from big businesses.
